There are a number of open and upcoming consultations in Wales that will be of interest to Coram PACEY members.

  • Review of the Childcare Sufficiency Assessment (CSA) Duty on Local Authorities 
  • Exceptions to childcare registration and the proposal for a Voluntary Approval Scheme
  • Consultation to change elements of the National Minimum Standards for Regulated Childcare 

Below we highlight the key information from these consultations and how you can share your views.

Review of the Childcare Sufficiency Assessment (CSA) Duty on Local Authorities 

Open now- closes: 17 October 2025 

CSAs allow Local Authorities to measure the need and supply of childcare in their area, identify gaps and plan how to address these.

This consultation sets out a proposal for the future development of CSAs in Wales and seeks views on how the CSA process and content may be improved.

What does this mean to me?

As part of Welsh Government’s wider consultation there are a few questions specifically for childcare providers.

Exceptions to childcare registration and the proposal for a Voluntary Approval Scheme

Open now- closes: 3 November 2025 

The aim of the consultation is to seek the public’s view on:

  • the changes proposed to circumstances where providers are not required to register as a child minder or day care provider.
  • the development of a proposed Voluntary Approval Scheme for exempt providers and,
  • what impact the changes to the exceptions and the development of a proposed Voluntary Approval Scheme would have on a range of factors including the Welsh Language.

What does this mean to me?

Registered childminders in Wales can provide funded childcare for related children providing they meet the agreed practice guidance. This follows successful lobbying by Coram PACEY Cymru in 2018. The proposals under this consultation will mean there is alignment between policies and practice and legal definitions, something that Coram PACEY Cymru welcome.

There are also wider proposals within this consultation to look at changes to exceptions related to;

  • Babysitters, nannies and au pairs.
  • Youth services
  • Suspended registered services
  • Coaching and tuition activity
  • Registration requirements for those caring for children aged two and under even if this is for less than two hours a day

Consultation to change elements of the National Minimum Standards for Regulated Childcare 

Open now - closes: 10 December 2025 

This consultation will help to support the delivery of high quality, accessible childcare and play services for children and families.

The consultation proposes changes which respond to some key recommendations from a Review of the National Minimum Standards for Regulated Childcare which were not taken forward in the 2023 refresh of the NMS due to waiting for the findings from two other key reviews: the Ministerial Review of Play; and the Independent Review of Child minding.

What does this mean to me?

Some of the main changes being considered in the consultation are:

  • Updating the structure and layout of the NMS to a HTML version with links to relevant regulations and best practice guidance
  • Updates to the High-quality provision chapter to further align Early Childhood Play, Learning and Care (ECPLC) principles within the standards
  • Introducing a proportionate approach to the NMS requirements of qualified staff and first aid training for Open Access Playwork services, in light of recommendations from the Ministerial Review of Play.
  • Updating NMS Standard 11 relating to Medication and the introduction of an additional annex with guidance on administering Liquid Paracetamol
  • Clarification on effective deployment of staff across the setting
  • Introducing some flexibility on ratios for childminders, and allowing child minders to have one additional child under 5 years but not increase the maximum number
  • Introducing time frames to meet qualification requirements when employing new childminder assistants and clearer guidance on the length of time childminding assistants can be left in sole charge of children
