CIW publishes annual report (Wales)/AGC yn cyhoeddi adroddiad blynyddol

Care services across Wales are delivering higher standards of care, according to the Chief Inspector's Annual Report for 2024-2025. The report shows how targeted inspection and enforcement is supporting measurable improvements whilst highlighting ongoing sector challenges.

Key points:

• Effective inspection drives quality improvements. The majority of inspection ratings awarded during 2024-25 ‘good’ or ‘excellent’- 80% in childcare and play services
• Priority Action Notices down 41% to 373 as fewer services require enforcement intervention
• CIW brought forward 239 inspections following concerns from families and staff
• Workforce shortages and financial pressures remain sector challenges.

The report states:

While ten more child minders registered this year than in 2023/2024, 147 cancelled, continuing the decline in childminders in Wales. There are 999 less childminders now than ten years ago. Common reasons given for childminders cancelling registration were change of career and retirement. CIW have continued to engage with childminders who voluntarily suspended their service for some time, including those who indicated they have other employment. In many cases this has led them to cancel their registration altogether. Whilst this will have contributed to the fall in the number of childminders, it also provides a more accurate picture of the available childminding places across Wales. There are some positive signs as childminders have more optimism about their financial sustainability than in recent years.

"This annual report shows real progress in care quality across Wales," said Gillian Baranski, Chief Inspector at CIW. "However, we remain clear-eyed about ongoing challenges. Workforce shortages, financial pressures and rising demand continue to test service resilience. That so many services deliver high-quality care in this context is a testament to the dedication of the workforce and the strength of the care sector."

"PACEY Cymru welcome the publication of the annual report with the positivity this includes about the quality of the majority of childcare and play services in Wales. We echo CIW’s concerns around the continuing decline in childminders and continue to work closely with Welsh Government, CIW, Local Authorities and other partners to take forward actions to support work to address this. While there has been some progress to date linked to the Independent Review of Childminding published in 2023, PACEY Cymru believe stronger activity is needed to ensure this has a positive impact on the decline. We believe additional funding and significant investment is needed and have shared our concerns with the Minister and Welsh Government officials."
