The Cwlwm partnership, including Coram PACEY Cymru, is calling for a fairer future for children and young people as it launches its manifesto ahead of the Senedd elections.
Cwlwm, the strategic partnership representing key organisations in the early years, childcare and play sector in Wales, has launched its Manifesto for a Fairer Future ahead of the upcoming Senedd elections.
The manifesto outlines seven key calls of the next Welsh Government to ensure long-term sustainability for the early years and play sector, tackle poverty, and promote social justice – all vital for securing a brighter, fairer future for Wales’ future generations.
Cwlwm’s manifesto calls on the next Welsh Government to commit to:
- Increased pay and targeted financial support to address the recruitment and retention crisis in the sector.
- Consistent, long-term funding to ensure the stability and sustainability of services that support families across Wales.
- Enhanced value of the sector in policy-making, recognising its central role in education, care, and community resilience.
- Greater support for children with Additional Learning Needs (ALN) by equipping the sector with resources and training to deliver inclusive care.
- Support for wellbeing and social justice, recognising the critical role the sector plays in tackling child poverty and promoting equality.
- Making Early Childhood Play, Learning and Care (ECPLC) statutory, ensuring the sector has a strong legislative foundation for the future.
- Enhance Cwlwm’s ability to implement its Anti-racism work
- These seven calls represent a united vision for how the early years and play sector can thrive and continue to deliver essential support to families, communities, and the economy.

Mae Partneriaeth Cwlwm yn galw am ddyfodol tecach i blant a phobl ifanc wrth iddi lansio ei maniffesto cyn etholiadau'r Senedd.
Mae Cwlwm, y bartneriaeth strategol sy'n cynrychioli sefydliadau allweddol yn y blynyddoedd cynnar, gofal plant a chwarae yng Nghymru, wedi lansio ei Maniffesto ar gyfer Dyfodol Tecach cyn etholiadau'r Senedd nesaf.
Mae'r maniffesto yn amlinellu saith galwad allweddol Llywodraeth nesaf Cymru i sicrhau cynaliadwyedd hirdymor ar gyfer y blynyddoedd cynnar a'r sector chwarae, mynd i'r afael â thlodi, a hyrwyddo cyfiawnder cymdeithasol – hollbwysig i sicrhau dyfodol mwy disglair a thecach i genedlaethau'r dyfodol Cymru.
Mae maniffesto Cwlwm yn galw ar Lywodraeth nesaf Cymru i ymrwymo i:
- Mwy o gyflog a chymorth ariannol wedi'i dargedu i fynd i'r afael â'r argyfwng recriwtio a chadw yn y sector.
- Cyllid cyson, hirdymor i sicrhau sefydlogrwydd a chynaliadwyedd gwasanaethau sy'n cefnogi teuluoedd ledled Cymru.
- Gwell gwerth y sector wrth lunio polisïau, gan gydnabod ei rôl ganolog mewn addysg, gofal a gwytnwch cymunedol.
- Mwy o gefnogaeth i blant ag Anghenion Dysgu Ychwanegol (ADY) drwy arfogi'r sector gydag adnoddau a hyfforddiant i ddarparu gofal cynhwysol.
- Cefnogaeth ar gyfer lles a chyfiawnder cymdeithasol, gan gydnabod rôl hanfodol y sector wrth fynd i'r afael â thlodi plant a hyrwyddo cydraddoldeb.
- Gwneud Chwarae, Dysgu a Gofal Plentyndod Cynnar yn ddeddfwriaeth statudol, gan sicrhau bod gan y sector sylfaen ddeddfwriaethol gref ar gyfer y dyfodol.
- Gwella gallu Cwlwm i weithredu ei waith Gwrth-hiliaeth
- Mae'r saith galwad hyn yn cynrychioli gweledigaeth unedig ar gyfer sut y gall y sector blynyddoedd cynnar a chwarae ffynnu a pharhau i ddarparu cymorth hanfodol i deuluoedd, cymunedau a'r economi.
Dywedodd Prif Swyddog Gweithredol Mudiad Meithrin a Chadeirydd Partneriaeth Cwlwm, Dr Gwenllian Llansdown Davies.:
“Mae gwasanaethau blynyddoedd cynnar, gofal plant a chwarae yn hanfodol er mwyn i blant Cymru gael dechrau cadarnhaol, plentyndod chwareus ac i gymunedau ffynnu. Maent yn darparu’r gwasanaethau allweddol ar gyfer datblygiad plant ac yn chwarae rôl bwysig wrth gefnogi teuluoedd ledled Cymru. Mae’r busnesau, yr elusennau a’r gweithlu’n canolbwyntio ar ddarparu profiadau gofal plant o ansawdd uchel i blant o’u geni - 12 oed. Mae maniffesto Cwlwm yn cydnabod pwysigrwydd hyn yn nhermau polisi, gan greu gweledigaeth o ddarpariaeth gofal plant cynaliadwy hirdymor a fydd yn cefnogi’r genhedlaeth nesaf o blant ifanc yng Nghymru am ddegawdau i ddod.”
