Welsh Government have published a Written Statement along with the Early Childhood Play, Learning and Care (ECPLC): Assessment Arrangements for 0-3-year-olds in Wales.

This resource is designed to support practitioners in delivering high-quality ECPLC in Wales.

The ECPLC: Assessment Arrangements for 0-3-year-olds in Wales aims to nurture the development, learning, and well-being of all babies and young children from birth to age three. It values each baby and young child’s unique identity, background, and experiences, encouraging practitioners to adopt a holistic and responsive approach to development, learning, and care.

Welsh Government have expressed their thanks to everyone involved in the development of the resource, which has been created by practitioners for practitioners.

This resource will remain in draft form for the next year as they engage with a wide range of practitioners. Welsh Government plan to publish the final versions in September 2026.

How can I use this guidance?

This guidance document aligns with the National Minimum Standards for Regulated Childcare in Wales, Flying Start provision and the Curriculum for Wales.

This resource should be used alongside other ECPLC resources to assist practitioners with their assessments and observations, ensuring they are responsive to the developing needs and interests of babies and young children.

The guidance is set out in 4 sections:

  • Section 1: Assessment
  • Section 2: Observation
  • Section 3: Starting with us
  • Section 4: Areas of Assessment

Sections 1 to 3 are presented in a question-and-answer format. Through addressing common questions directly, this guidance aims to be accessible, easy to navigate and practitioner focused. This format supports you to locate clear and useful information quickly.

Section 4 provides practical examples of how you can observe and assess babies and young children’s progress across the key developmental areas. These examples are designed to support you in recognising and responding to each baby and young child’s unique development and learning journey through play and everyday routines.

Together, these resources help provide a clear, coherent framework for supporting high-quality early years practice across Wales.
